More than 20 years after the Handover, Hong Kong's last colonial governor has returned to Hong Kong to address concerns about the city's growing political divide and tensions with China.
In Part I of a two-part interview, Chris Patten tells me about the need for dialogue with Hong Kong student protesters, including those who advocate independence, after the 2014 pro-democracy "Umbrella Movement" protests:
"I think it's extraordinary that three years after those demonstrations... nobody has talked to them. All that people are doing now is locking them up for things that they did then, which is, I think, to be regarded as curious by the rest of the world."
Patten also emphasizes the need for vigilance to protect Hong Kong's autonomy:
"I think Hong Kong has to be on its guard whenever it sees things like the suggestion that judges should all be patriotic because they're administrators here in Hong Kong, when they hear about the abductions... when they realize how much the Beijing Liaison Office here in Hong Kong is interfering in Hong Kong's autonomous affairs..."
"I think it's a time for being pretty vigilant."
