標題下的不太好，跟美中不見得有關係。不過，確實清楚展現英國非常有企圖心。英國早期有艾倫圖靈（Allen Turing)，這位現代電腦科學的領航者，幫他們撐起英國在電腦世代的地位。電腦科學界更是以Turing Aeward為名，比美諾貝爾獎，成為計算科學界中，最重要的貢獻獎。這個獎設立目的之一，就是紀念這位現代電腦科學的奠基者，獲獎者必須是在電腦領域具有持久而重大的先進性的技術貢獻。可惜後來，英國一直無法在高科技維持領先。我曾經去英國拜訪，還特別被邀請以台灣部長身分到英國國會正式委員會去致詞。當時就跟科技大臣有過接觸，對他們還是有些期待！
