中大公布第二批校園環境檢測結果
香港中文大學(中大) 早前委託獨立認可實驗室於不同時間在校園不同地點,抽取空氣、水質及泥土樣本,並送往化驗。大學已收到了第二批校園環境檢測結果。
因應有大學成員對校園可能殘留CS(鄰-氯代苯亞甲基丙二腈)的疑慮,校方已經進一步安排樣本檢測,預計將於二至三星期後收到結果,並盡快公布。
今日(12月12日)公布的第二批校園環境檢測結果包括13個泥土樣本(#1至#12 、S8)以及兩個水樣本(W9、W10)的化驗結果,摘要及參考水平如下﹕

結論
(1) 泥土樣本
化驗結果顯示12個泥土樣本(#1至#12)的二噁英含量遠低於香港環保署在2007年發出的《按風險釐定的土地污染整治標準的使用指引》中「按風險釐定的土壤污染整治標準(公園)」之數值。這表示二噁英在這些泥土(#1至#12)的含量水平並不顯著,化驗結果與距離2號橋較遠位置的泥土樣本 (S1至S7、S9) 相若 (見表一)。
至於總多氯聯苯的化驗結果,所有泥土樣本 (#1 - #12)都遠低於前述由香港環保署發出的使用指引中(公園)標準之總多氯聯苯含量 (0.756毫克/公斤)。(見表一)
關於泥土樣本 (#1 - #12) 中多環芳香烴的含量,全部均低於參考文件中所規定的水平 (見表一)。 至於多環芳香烴中個別的化合物含量,可於此處瀏覽。
一個含有黑色煙熏物質的泥土樣本 (S8),在夏鼎基運動場裡被火燒焦的墊褥附近採集。測試結果顯示二噁英的含量相比其他泥土樣本為高,但仍相等於使用指引中的參考水平大約十分之一。這個略高的數值可能是由燃燒塑膠或墊褥的塑料部分引起。S8的其他測試參數例如總氰化物、總多氯聯苯和多環芳香烴,它們的含量遠低於在相關參考文件所規定的最低數值(見表二)。
(2) 水樣本
兩個水樣本從賽馬會研究生宿舍(一座)採集。化驗結果顯示兩個水樣本(W9 及 W10)中二噁英含量介乎4.6至4.7皮克/升。根據美國國家環境保護局建議的飲用水標準,其水樣本 (W9 & W10)中二噁英含量並不顯著。其他測試參數例如總氰化物、總多氯聯苯和多環芳香烴,它們的含量遠低於在相關參考文件所規定的最低數值 (見表三)。
從上述結論可見,這些污染物在泥土(#1 至 #12、S8)和水(W9 及W10)樣本的含量對健康的危害不顯著。
至於其他測試結果,大學收到後盡快公布。

CUHK Releases the Second Batch of Test Results on Campus Environment
The Chinese University of Hong Kong (CUHK) earlier appointed an independent accredited laboratory to collect air, water and soil samples at various locations and at different times on campus and sent them for testing. The University has just received the second batch of test results.
In addition, in response to the concerns of some University members over the level of CS (2-chlorobenzalmalononitrile) on CUHK campus, the University has arranged to conduct another round of tests. The results will be announced as soon as they are received in 2-3 weeks’ time.
Here is the summary of the second batch of test results including 13 soil samples (#1-#12 & S8) and 2 water samples (W9 & W10) compared with the guidance notes/international standards.

Conclusion
(1) Soil samples
Among the 12 soil samples (#1-#12), the dioxins (I-TEQ) are well below the Risk-Based Remediation Goals (RBRGs) of dioxins in soil (I-TEQ) for public parks as quoted in the Guidance Manual for Use of Risk-Based Remediation Goals for Contaminated Land Management published by Hong Kong Environmental Protection Department (HKEPD) in 2007. This indicates that the dioxins (I-TEQ) levels in these soil samples (#1 - #12) are not significant, and the results are comparable to soil samples (S1-S7 & S9) collected in the more distant locations away from No. 2 Bridge (see table 1).
Based on the test results of Total Polychlorinated Biphenyls (PCBs), all soil samples (#1 - #12) are lower than the respective limits of PCBs level (0.756 mg/kg) for public parks cited in the aforementioned Guidance Manual from HKEPD (see table 1).
Regarding the Polycyclic Aromatic Hydrocarbons (PAHs) levels for these soil samples (#1 - #12), all of them are below the level as required by the reference document (see table 1). For the figures of individual PAH compounds, please click here.
A soil sample with black-smoked materials (S8) was collected in the vicinity of the burned mattress in Sir Philip Haddon-Cave Sports Field. The test result of the dioxins (I-TEQ) level is relatively higher than that of other soil samples though it is only about one tenth of the reference level cited in the Guidance Manual. The possible reason for the elevated result may be due to the burning of rubber or plastic components of the mattress. For the other testing parameters such as Total Cyanide, Total Polychlorinated Biphenyls (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs) for the sample (S8), they are all well lower than their respective limits as required by the related reference documents (see table 2).
(2) Water samples
Two water samples (W9 & W10) had been collected from Jockey Club Postgraduate Hall 1. The test results reveal that the dioxins (I-TEQ) levels for both samples (W9 & W10) are from 4.6 to 4.7 pg/L. In accordance with drinking water standards from United States Environmental Protection Agency (USEPA), the dioxins levels for these water samples (W9 & W10) are not significant. For the other testing parameters such as Total Cyanide, Total Polychlorinated Biphenyls (PCBs) and Polycyclic Aromatic Hydrocarbons (PAHs), they are all much below their respective limits as required by the related reference documents (see table 3).
In view of the aforementioned interpretation, the health hazards of these contaminants from the soil (#1 - #12 & S8) and water (W9 & W10) samples are negligible.

對於中大校園昨日 (11月12日)發生的連串衝突、暴力及違法行為,大學深表遺憾,並予以強烈譴責。儘管校長及高層人員屢次嘗試作出調停及談判,最終都因雙方持續對峙而不果。在對峙及衝突過程中,在場人士持續投擲汽油彈及攻擊物品等,警方亦多次發射催淚彈及橡膠彈等,導致校內多名員生受傷,大學深表遺憾及歉意。
香港中文大學有責任保障校園內所有員生的安全,絕不容許任何形式的暴力或危害他人安全的行為。任何人士如意圖利用大學校園作出任何違法或暴力行為,大學必須按照大學既定守則及法例,維護校園及所有員生安全。大學懇切呼籲所有員生及社會各界人士,給予大學時間及空間讓大學盡快恢復秩序及安寧,讓大學可以繼續履行教與學的任務,以知識貢獻社會。
昨晚段崇智校長親身到警署了解被捕中大學生的情況,三位學生已獲保釋並獲安排醫療及法律協助。大學會繼續為其他受傷員生提供協助。
Statement by The Chinese University of Hong Kong
The Chinese University of Hong Kong (CUHK) expresses deep regret and strong condemnation over the sequence of conflicts and violent, unlawful activities which took place on the CUHK campus yesterday (12 November). Despite multiple attempts to coordinate and negotiate with both parties made by the Vice-Chancellor and senior management, the negotiation ultimately failed due to sustained confrontation. Petrol bombs and injurious objects were continuously thrown by the crowd present during the confrontation, while the police fired volleys of tear gas and rubber bullets. The University is saddened to learn that a number of colleagues and students were injured in these incidents.
CUHK has the responsibility to ensure the safety of all staff and students on campus. All forms of violence or acts that pose a danger to others are prohibited. If anyone should use the campus for any illegal or violent activities, the University is duty bound to invoke its established rules and regulations to safeguard the security of the campus and the safety of all CUHK members. The University sincerely appeals to all members of the University and different sectors of the community to give us time and space for a prompt restoration of order and function on campus, so that the University can carry on with our primary mission of teaching and learning to service the community by means of knowledge creation and dissemination.
Upon learning of the arrest of CUHK students yesterday, Professor Rocky S. Tuan, Vice-Chancellor and President of CUHK, went to the police station to visit the arrested students. Three students were subsequently released on bail and provided medical and legal assistance. The University will continue to provide appropriate assistance to other injured members of the University.

On 10 Oct, a student, who was arrested on 31 Aug, recalled her memory being sexual harassed by policemen, in the meeting with Vice-Chancellor of CUHK.
She has a very humble request, with her mask taken off, “Vice-Chancellor, please issue a statement to condemn the police’s violance towards the protesters and your students of CUHK.”
Rocky Tuan Sung-chi, the Vice-Chancellor, responded, “Violence is not correct, including police’s violence.” in a cold manner, without comforting the girl.

《瑯琊神韻》 俞遜發曲
《瑯琊神韻》的創作意念相信是來自歐陽修的《醉翁亭記》。樂曲由六段組成,包括「日出而林霏開」、「蒼萃拔天」、「釀泉潺潺」、「太守醉也」、「夕陽在山,人影散亂」、「雲歸而巖穴暝」。歐陽修本為參知政事(即副宰相),卻因支持范仲淹的政治改革而被貶爲滁州太守,其娛情山水排遣抑鬱的複雜情感記於《醉翁亭記》,寫景、敍事、抒情熔於一爐。
本場音樂會參考了俞遜發先生於1998年之演奏,以笛子結合人聲合唱描繪瑯琊之景。
"The Charm of Mountain Langya", composed by Yu Xun-fa
Inspired by the literature, The Charm of Mountain Langya simulates Ouyang’s work.The Charm of Mountain Langya comprises of six passages that are mainly derived from Zuiweng Tingji (An Account of the Old Toper's Pavilion), a well-known semi-autobiographical poem by Ouyang Xiu. Originally appointed as a political minister, Ouyang was then demoted to to Western Hubei because of his support for Fan Zhongyan, the then prefect of Kaifeng who criticised the Chief Councillor and proposed political reforms. Ouyang therefore wrote Zuiweng Tingji to depict the beautiful scenery, narrate a series of events and, more importantly, to express his mixed sentiments.
A rare sound combination of di and vocal is featured in this concert, with reference to Yu’s performance in 1998.

《深秋敍》 穆祥來
作曲家於一則訪問說道:「深秋敍寫的是一種對美的蹂躪、自己又無力去解救的感慨,是對逝去時光的遺憾。」
秋風瑟瑟,紅葉落下、黄花遍地的凄清景色勾起了作曲家對往事的回憶。作品創作於1989年,採用音色沉實醇厚的大笛演奏,樂曲充滿戲劇性的感情變化:時而深沉,時而細膩,時而穩定,時而失控。
你我的人生經歷各不相同,但總會有悲傷之時,而悲傷是藝術的養分!

"Deep Autumn Ballad" composed by Mu Xiang-lai
‘The song is a tribute to the “past” and the “ravaged beauty”,’ the writer once described in an interview. ‘It is filled with sorrow and regret, in addition a sense of helplessness.’
Composed in 1989 for low range dadi (large dizi), the piece features dramatic emotional changes as it is reminiscent of the regrets back in the old days. We probably have different encounters in our lives, yet sadness is certainly one of the things all of us have in common. Sadness inspires art, though. Shall we, by a ballad for the deep autumn, recall the lingering love and hatred we have had?

《蔭中鳥》
樂曲描繪茂林成蔭,百鳥齊鳴之熱鬧景象。此曲素材取自河北一帶之嗩吶音樂,採用三部曲式結構。首兩句為引子,第一段是主題;第二段於反覆的旋律上,以不同笛子模仿各種雀鳥的叫聲;第 三段為主題旋律之再現。是次演奏採用了梆笛及哨子。
"Birds Singing in the Shade"
The music is describing the joyful and bustling picture that different kinds of birds are chirping and singing under the umbrage of trees. The piece is composed for di (Chinese transverse flute with membrane), with reference to Suona music from Hebei, North China.
The piece is in ternary form: after the introduction comes the first part, the exposition of the theme. In the second part, with the accompany of a repeating melodic line, the performer uses various types of di to imitate different birds’ sounds. The last section is the recapitulation of the theme. A combination of bangdi (high range di) and a whistle-like di are introduced in this performance.
