【目標打造「只有日本才能辦到」的成功防疫，卻是各種失敗案例】
日本政府企圖塑造日本版科技防疫很成功的故事，到目前卻沒有一個成功。最知名的失敗案例莫過於「接触確認アプリ」的COCOA，日本政府在這件事情上幾乎是顏面掃地。
但為了打造「只有日本有能力辦奧運」的成功敘事，再開發名為「奧運APP」的應用程式。就在東京奧運即將舉行之際，卻沒人聽過這款APP，很簡單，因為它根本還沒上路......

昨天台媽在台灣的群組裡看到，有人貼心提醒大家下載疾管署的追蹤確診者app，來管理接觸史，突然覺得既羨慕又心酸。
（自認為是先進大國的）日本當然也有類似的app，叫做COCOA。不過花了3億9000多萬日圓，由原先的承包公司不斷轉包給五間公司，共兩千多萬人下載使用後才發現，大部分android手機的使用者，即使與確診者有接觸史也不會示警。也就是說，大家都是用假的......。
這陣子日本處在兩個 #平行世界 之間。一方面各地疫情發燒，重症患者年齡逐漸下降，大阪等地醫療系統崩潰，許多病患等不到病床，只能在家等死。
此外，疫苗開打，為了早打早安心，各地的阿公阿嬤們不會用網路預約系統，紛紛打爆全國的電話，仍一針難求。當然，施打疫苗時所需大量的醫護人員，也讓原本人員短缺的情況雪上加霜。
另一方面，東奧依舊處在7月即將開辦的歡樂氛圍。上星期國際奧林匹克委員會IOC宣布，將為所有參賽運動員提供疫苗優先施打。先前也請求各界支援約5000人左右的醫生、護士在奧運期間「義務」服務，荒唐之舉使這場原本應該象徵和平和友誼的盛會蒙上陰影。
更不用說IOC「收入放口袋，虧損日本政府買單」一系列的操作（這不是台媽說的，是華盛頓郵報說的），使日本民眾心灰意冷。
台媽一家既沒有運動員，本來也沒有要去看奧運的計畫，表面上對我們來說並沒有太大的影響。但眼看奧運開幕迫在眉睫，日本疫苗施打率才2%，不管所謂的奧運泡泡多完善，台媽或Tomo爸都覺得沒有辦下去的必要.....。

掰了為，日本政府本來為來看奧運的全球旅客花了73億日圓，開發相關的app。在宣布不開放觀眾入場後，這筆錢就只能打水漂吧。
